using stripers are, for me, the quickest and easiest way to get a design, especially if i'm in a hurry. also, toothpicks (the blunt side) are handy for dots. any kind of glitter topcoat also makes your nails flashy and noticeable with little work involved.
here are a few helpful sites from my absolutely disgustingly vast collection of nail art bookmarks:

the last one is a great site that carries a ton of nail art supplies for cheap. as in, $1 cheap.
oh, also, acrylic craft paints are perfect for nail art, and they're only like 45 cents a bottle at walmart. just use a tiny paintbrush and do whatever design you'd like. just make sure to seal it with a topcoat.Does anyone have any nail art ideas?
if your trying to grow them out.
nail art would make your nails thin %26amp; easy to chip ..
i would suggest maybe just an easy manicure
dont use too much nail polish remover
only use it b4 putting nail polish on to get rid of w.e oils on your nails.
also if you do dishes wear gloves, water shrinks your nails ..
make sure you trim them so the ends dont split
our nails are just like our hair :)
Polka dots are cheap %26amp; you can do them yourself with any colour you've got availiable!
Here's a great tutorial. I love this:
